ICAO’s 2018 High-Level Conference Recommendations Highlight New Areas of Focus
In late November 2018, the United Nations (UN) International Civil Aviation Organization (ICAO) held its second High-Level Aviation Security (AVSEC) Conference in Montreal, Canada. The event provided government authorities from ICAO’s 192 Member States the opportunity to share their views and priorities regarding AVSEC, and together formulate recommendations for the future.
Working papers focused on five key topic areas:
The Conference recommends increased measures to combat insider threat, including promoting a security culture among the aviation workforce, and information-sharing among states related to risk and threats.
The Conference recommends putting in place a global cybersecurity strategy, updating AVSEC training, and establishing security awareness programs.
The Conference recommends an increased effort of states to be compliant with global AVSEC standards and to leverage capacity-building resources to this end. In addition, the GASeP should be future-proofed and the audit-programme (USAP) updated.
The Conference recommends a stronger integration of security with safety and facilitation domains and an increased reflection on the efficient use of PNR data as collected by airlines.
The Conference recommends a continued funding of AVSEC, an ongoing assessment of outcome-based regulations and an encouragement of One-Stop Security through international collaboration, thereby avoiding security control duplication.
These recommendations will be reviewed in greater detail during the ICAO AVSEC Panel to take place in May 2019 and will be presented for ICAO Council endorsement thereafter.
